I don't think anyone here is seriously saying a woman is "asking for it" or that rape is any less of a crime because a woman was dressing "slutty" ...
What people are suggesting is that, while it may have been phrased in an insensitive manner, there is some truth to the suggestion that some woman would be safer if they dressed in a more modest fashion; and took their own personal safety more seriously.
