It's the vita version according to animenewsnetwork.
Edit: I'm reading at gaf that it's the vita version, but they are only releasing the first game.
The guy who's been tweeting from the NISA panel said:
"Can't announce anything about any Neptunia titles. So probably looking into it. Includes Idol, Noire spinoff, Re;birth"
Dunno if that's just him jumping to massive assumptions or not, but still.
