Those are seperate countries, the USA is so large I usually compare it to regions / continents. Such as USA = EU.

If you combine all the EU countries there should be more PSN users than the USA.

Maybe there server dont work like that and maybe PSN will have to be restored in each individual country seprately  
so you can see why sony would want to get America up first.

With the US they restored it state by state though.

With the EU, they would probably restore it country by country.

What I don't get though, is that PSN was restored when America was sleeping, and the other side of the world was waking up to reports of PSN being up, only to be let down because it's only up in America.

Either way, it's 6pm now and still no PSN :/

USA is a country but it is so large it takes up most of the continent, I was comparing it to the whole of the EU, and the whole of Asia etc.

Well still it makes sense to get your biggest install base country back up and running first. The following is purely speculation but I believe they did it state by state as sort of a test to make sure their servers could handle it.
