BNIB as in Brand New In Box.

Are recertfied items returned items and tested to be working?

Or are they previously broken and got fixed?

For example. A recertified 3DS means?

I could be wrong but recertified are returned items that have been checked and are in working condition.

Refurbished would be an item that was once broken but has been repaired and cleaned up to be like new.

A recertified 3DS is one that was bought and than returned in working conditon and like new.
