Nothings wrong with the title, it doesn't mean the middle east as a whole, just a specific area of the middle east. The UAE consists of only seven states, in those seven states, the 360 is popular.

The article doesn't make clear what 'region' they are referring to: The UAE only, or the Middle East as a whole.
