The problem with high dev cost is due to too many idle hands dipping in the money pool.
Say, you need to hire a programming.
You hired 1 excellent coder for 30k.
You then hire me for 330k for doing nothing. 150k goes to me. 150k goes to you. 30k goes to the awesome coder. you send the final bill to the publisher :)
