I think its more to do with revenue maximization rather than lack of space...

Last time I checked, the PS3 has a potentially awesome exclusive line up while what's most anticipated on the Xbox 360 are multi-platform games that are also on the PS3.  Conclusion: In general, PS3 exclusives are more anticipated than PS3 multiplatform titles that are also on the Xbox 360.  Reasonable.

I think its a great idea but from a business perspective you need to consider these 2 things.

1.TIME - majority of these DLCs are developed after the game is released.

2.CONSUMER PERCEPTION - I think consumers are more willing to pay for something that is more separate and new..rather than paying for something in a bundle per se.
