Whilst 2 years in gaol seems excessive, from my limited anecdotal experience, anyone that hurts animals without a rational reason (such as in self-defense, or if you need to eat to save your life etc), can often go on to do further terrible actions, as I think its indicative that that person has some serious issues. But hey, I'm no psychologist, so don't listen to me :P
Cruelty to animals is no laughing matter and of course the person should get some kind of punishment, but only if its supported by rehabilitation, as you don't want someone to go to gaol and get out being worse then when they entered.

What about eating meat? Is that acceptable? If I have the option of being a vegetarion, but I choose to eat meat because I like the taste, does that mean I'm wrong?
You say that someone hurting animals has metal issues. If they do, then they shouldn't be jailed, they should be sent to a mental institution or something.

I have no problem with people eating meat, I eat meat afterall. I worded that sentence incorrectly and I can see it implies that I think eating meat is irrational. What I meant was that anyone that hurts an animal for irrational reasons, which of course excludes things like self defense and for food has serious problems. As its hurting a living creature without any substantive reason. I will rewrite that sentence in my initial post.
Which is exactly why I said they should only be punished if its also accompanied by rehabilitation, I should think being in a mental institution and being denied freedom of movement would satisfy both of those points. Hence why I said 2 years in gaol is excessive. I honestly have no idea what the second half of your post means in relation to what I said because it seems perfectly in line with what I said.
"2 years in gaol seems excessive"
"some kind of punishment, but only if its supported by rehabilitation"
"as you don't want someone to go to gaol and get out being worse then when they entered."
I never said they had to go to gaol, I certainly would err on the side of caution and instead instigate psychological assistance, maybe some classes in ethics and some forced community work or a fine or something if it was my call. Eg, rehabilitation with some punishment that isn't excessive.
