But hey, I'm no psychologist, so don't listen to me :P Cruelty to animals is no laughing matter and of course the person should get some kind of punishment, but only if its supported by rehabilitation, as you don't want someone to go to gaol and get out being worse then when they entered.

What about eating meat? Is that acceptable? If I have the option of being a vegetarion, but I choose to eat meat because I like the taste, does that mean I'm wrong?
You say that someone hurting animals has metal issues. If they do, then they shouldn't be jailed, they should be sent to a mental institution or something.
