There is no way you can design maps for both 24-32 (console player count) as well as 64 people (PC count). One of them will be horribly balanced. Map design is gonna need take a serious hit too due to this.

If you have played BF before you would know that the map would be the same but it scales depending on the number of people in the map. It's hard to explain unless you have played the game. So I see nothing stopping Dice from making 64 player maps that scale down to 24 - 32. If Dice do dedicated servers, then this limitation would not be needed. Remember that XBL supports dedicated servers just like the PS3.
