When it was released, it was horribly unfinished. Even if it was finished, the systems in the game were horribly broken and bad. It was painfully obvious by the limits they put on the player that they wanted to make you play as long as possible by making you level as slow as possible so you would get nowhere in the game but still pay a subscription fee.
On top of all that, they developed the game in a complete vacuum. They didn't look at what any other MMO did right and wrong, they didn't even look at their previous MMO, FFXI. Because of that, just about everything about the game was vastly inferior to already established MMO's or just felt 10 years behind the curve (fucking case sensitive inconsistent text commands, ugh).
It might be different today after all the updates and switching around the dev team, but I doubt it. It had some excellent ideas but it was a bad game at its core. Fixing it would require pretty much touching and redoing everything. I think this Miyamoto quote is perfect for this game:
"A delayed game is eventually good, a bad game is bad forever"
I personally don't see the PS3 version ever releasing.
