Now let's say people work together and get 10,000 ID checked with PSN per second (not that the PSN is likely to be able to handle that at all). It would take about 2.5*10^17 years. Now, the age of the universe is estimated at about 1.4*10^10 years, and that puts this magical simple windows application in progress for about 18mil universe timespans, but then at last we'll finally have every PS3 out there banned!

So OK, the definition of may in this article might be a bit fuzzy. The definition of can now in the title even more so.

Feeding the system data with deliberate intent to deprive someone else of service because they were denied a service due to their determination to violate the Terms of Service

Be clear that i've been vehemently opposed to certain steps of Sony's in this process, but here it's pretty cut-and-dry
