Because they want to? I don't know the differences between XBLA and PSN as far as cost goes. It may just be that it makes more sense for them to stick to a single platform.
It may even be a fanboy thing.

MGS has published or co-published 2 of their 3 games, but they are not owned by MGS. They're a tiny studio (11 people strong, I think) and obviously have a good relationship with MGS as they have done well promoting their titles on XBL.

Same reason Insomniac only developed on Sony platforms for a long time I guess. Relationship and publishing support.
Personally the controller bit made me chuckle, even if I couldn't help thinking it was easy to take it a different way - i.e. no wonder they don't work your're trying to connect a Wii mote to a 360 you idiot! If they were really brave they would have finished the controller bit with him attaching a 360 controller and then pitching that too before getting out Kinect - but I guess that would be expecting too much.
The game though didn't click too much for me. I like the idea of puppetering with one hand and shooting and other stuff with the other (that's what it looked like anyway) but as a three console owner the actual gameplay elements they showed looked like they could well work better with Wii Mote style pointing for the shooting.
But hey, the developer has a good track record so I'll wait until more is released on the game.
Try to be reasonable... its easier than you think...

For a small studio like Twisted, it's finacially sound sometimes to stay on one platform especially if relationships are good. Development cost are smaller and you get support from the publisher which helps take the risk out of your games if they do not sell great.
The aiming reticle looks ugly.
