Basically because they're already in laptops:
>100Gig SSD instead of HDD, there are laptops out there with 128Gig SSD. They are expensive at the moment, but will get cheaper and be economic to put into a console by then (so Next box will have it too no doubt). This could even be in the next PS3 re-design (the redesign that Sony itself calls the slim PS3).
An Android OS: There are laptops on the market with Android OS pre-installed, with Android as the default OS that boots up on some of those laptops, thus it's not just a phone/tablet OS. Also Sony is cosying up to Android in the mobile phone and, more imprtantly for PS4, handheld gaming with the NGP. If there's going to be a seamless interface between NGP and PS4 then an Android OS (with Chrome as the internet browser) on PS4 makes sense.
The Android thing is synergistic for Sony and Google, because having Android in the PS4 puts Android in a non-mobile device, making Android the total package, almost on the same footing as Apple's OS, and Windows. Of course by the time PS4 comes out Android might already be invading the PC, but putting it in PS4 would still be good for Google, and a point of difference with Wii the next and Nextbox.
