From the article:

"Sony Gulf FZE today announced it's next generation portable gaming system (codenamed NGP), which delivers the ultimate portable entertainment experience. NGP will make its debut at the end of the year 2011"

That's the only reference in the article to a release date, that console debut will probably be in Japan. It's not because Sony Gulf comments on the console debut that it's going to be a PAL release, if it were so, they would mention it.
