It isn't just NoE. It specifically states that TLS is a Japan exclusive and that their is no plans for either. Then they posted this bullshit excuse today.

I give up. It all boils down to the fact that it's a bullshit excuse. They can translate it easily if they wanted too.
Once again, I'm just going to cite my typical mantra: I'll wait for Reggie, Iwata, or Sakaguchi to talk about it, until then it's just textbook PR lines spoken by grunts. EU does admittedly have a tough time due to the variety of languages spoken thus forcing devs to make a LOT of different language tacks
Honestly Nintendo has never thought RPG's sell outside of Japan. Look at Mother (EarthBound) other then Mother2 no EarthBound games were brought to anyone outside Japan. What I would like to see Nintendo do is outsource these RPG's to western studios for translation.
Nintendo's TreeHouse division which translates and localizes games for the US is only so large. I'm sure the european translating divisions are also only so large. Someone pointed out Microsoft translates alot of their games why can't Nintendo? Nintendo may be the most successful games publisher but when push comes to shove they don't have the resources Microsoft does. Also Microsoft's games are usually translated from english to european languages, english is a way more popular language and that means alot more staff can translate. The few Japanese titles that need translating can be translated by Microsoft's internal teams.
In the end TreeHouse is translating everything Nintendo makes (Almost all from Japan in Japanese) meaning alot less resources to translate other games. Also you'll notice he talks about 3DS and Kirby, fact is Nintendo knows they want to expand the Kirby franchise and push the 3DS, more competition for your dollars make that harder.
You may think these are bullshit reasons, as do I to a degree but they are logical. I just wish Nintendo liscensed these titles to publishers in Europe and NA to translate and localize. Third party publishers outsource all the time I think Nintendo would be smart to do likewise!

Eh, it's not an official answer to me. It just sounds like he said they can't do it now. I'll wait before saying Nintendo suck and such. I'm not very trustful of things like that, unless it comes from Reggie, Iwata or the game devs.
Can someone answer me this: Does it need to be translated in all those languages? Can't the games just come out in English or is there some law that states it has to be in French, Italian, etc? I mean it's silly to need to translate it in so many languages when pretty much everyone speaks English, at least on some level.
Many, many Wii games are English only in Europe. I also don't understand the problem. Just keep it English and bring it over to the rest of the world!

The part you are bolding its not a quote from NOE its the conclusion that the magazine its jumping to. Later you can see that the representative said that THERE IS A CHANCE.

Merci de votre intérêt pour The Last Story. Malheureusement le vocabulaire utilisé par cette annonce a été mal interprété par les journalistes anglais : "no plans at the moment" ne veut pas dire que la sortie est annulée, juste qu'elle n'est pas encore programmée dans le calendrier.
L'adaptation de ce jeux pourrait être très longue (12 000 dialogues à enregistrer!) et nos équipes de traduction sont débordées sur le court terme."
