AFAIK, it's just a rumour that everyone seems to take as absolute fact.

I don't recall any handheld devices having region lock.

I though the region lock thing is dependent on the TV's that uses different fps for different region?

And since handheld comes with their own screen, there shouldn't be such thing called region lock?

Anyone with indept knowledge regrading region lock can explain?
