Yes it's on 3DS. That was @ E3, and it was just a static character model you could view from different angles to show off the 3D effect. Kind of like Smash Brothers' trophies. There were models for Link, a bunch of Mario characters, and even Pikmin, too. It's not from a Metroid game.
As for this rumour, IF there's going to be a Metroid game shown, it won't be a Prime 4, I guess. Retro hasn't had the time to make it so quickly after DKCR. And I doubt Nintendo would let some other studio develop it.

You're thinking of Bob Ross. This is Jonathan who is a former BBC talk show host and is also the husband of Jane Goldman, the co-writer of the film adaptation of Kickass. He also voiced Barry Hatch in Fable 3 and has done various BBC mini series such as Japanorama (he's a big anime/game fan)
Anyway, finally hearing about a release date will be nice as well as seeing some new titles. Pikmin would be nice to see, but maybe we'll get some 3rd party stuff too. I can't see a new Metroid already, though if Team Ninja and Sakamoto really HAVE started on another one, then criminy

My guess is if SPD1 is being set to anything, it's likely a WarioWare 3DS. WarioWare probably beats Metroid sales, and would certainly be more profitable even at similar levels, and Nintendo might be squeamish on committing to another Metroid so quickly.
