I can't wait till the 19th. It might be quite possible that Nintendo didn't divulge everything at their Japan 3DS conference because they wanted to save some tidbits for the Western conference.
I personally think Nintendo did incorporate a universal friend code, if not a username. Nintendo has put in a huge amount of effort to woo 3rd party developers. I'm sure they had extensive dialogue about the importance of a universal sign-in for better online play and for DLC.
I personally don't care about achievements, but maybe Nintendo does have their own version of achievements in store for us.

Modern Warfare 3, Super Mario 3D
If they said Friend Codes, they meant Friend Codes, period (unless it was a translation error that was implied to mean Friend Codes). But this little bit of info would lead to hope for some iteration of them more progressive than they are currently
