Also getting elected and holding a Government position doesn't mean they know or need to know anything about the constitution. For example a School board member, is elected to help run the school board why would they need to know anything about how the US Government operates. Their are plenty of elected jobs in small towns and cities which require very little knowledge about how the countries Government runs.

Er... no it's not.
Studies pretty much never ask for proof... anywhere. Becuase it's VERY unlikely someone is going to falsey self identify themselves.

165 out of 30,000 really isn't an issue. Afterall they're really two seperate groups. Weather it's 165 out of 30,000 or out of 400 it makes no difference.
The real issue is if the 165 people are representative of all former politicians.
Honestly, even if it isn't representive of all polticians and leans towards city polticians it's kinda shocking that even city level employees would be less knowledagble about the constituion since one would think smarter and more politically motivated people would run for elections... so much so to where they are to the opposite.

This can't be real... I knew every question easily except for the Thomas Jefferson one was fuzzy. That's insane.
