If so, it's invalid.

Also getting elected and holding a Government position doesn't mean they know or need to know anything about the constitution. For example a School board member, is elected to help run the school board why would they need to know anything about how the US Government operates. Their are plenty of elected jobs in small towns and cities which require very little knowledge about how the countries Government runs.
