VGC has Nintendo on top as far as JP yearly goes (2000), so yeah. It does include their handheld titles (Tetris, Pokemon), so I imagine they've probably been on top since the 80's.

It looks like Nintendo has topped the chart every year since 1998. They finished 3rd in 1997, behind Square and SCE.
