There will be variances from regional market to market. They don't always get the shipments right, despite the effort that goes into gauging demand for individual markets, all the way down to local retail outlets.
The vast majority of reports show that initial shipments for the standalone Kinect kit are sold out through most retail outlets, including major online sites, with bundled consoles readily available.
A quick check on Ebay shows that the average asking price for the standalone Kinect kit is about $199, and there does not appear to be a huge scramble at that price. Lots of 0 bids at that price, probably because for $100 more, you could buy the 4GB bundle and get a new console with it.
