Sort of.
They've had to court a few independents here or there to get the job done.
It's not really important though because you don't "form" a government in the US.
Highest party gets the majority.
Weaker party gets the minority.
Remaining indepents and third parties have to choose to caucus with one or the other.
Rarely has there ever been enough independent and third party candidates to make a big enough difference that they needed to be heavily courted outside of support for their "pet" issue.
There is no "Vote of no confidence" or anything.
