Given my experience with them I'd say it was mostly budget issues. The games I played were typically fun at their core with a shit ton of technical issues. I used to go secret hunting in TFU for the Wii by backing away from objects as far as I could. The secret objects would be drawn much, much earlier than the rest of the terrain. Technical issues aside though it was a really fun action game, and none of the problems really took away from the game play itself. Of course with that level of "polish" your games are going to get slammed and sales will tank because of it.
