I would say to get the Halo Reach bundle now if you can afford it. Get it while it still exists. It sounds like you want a 360 for more than just CoD : BO, you also want Reach, so here you win. Plus you think the silver finish is slick, again, you win. And you can enjoy Reach right now, instead of waiting.
Plus, there is no guarantee of a BO bundle. The MW2 bundle was a product of IW, and Black Ops isn't made by IW. I mean, there is a chance there will be a bundle, but no guarantee.
You want the 250 gig hard drive, you like the silver finish, you want Halo Reach, so buy that.
I've heard the 4GB consoles has some issues and run inoperable some modes of Halo Reach.
You'd better go with the HDD model.
Well you seem to be prepared to drop the money so just go with as much as you can afford.
There is perhaps another option but it would include a little more work on your end. A couple of weeks ago poster Mendicate Bias posted this http://www.neogaf.com/forum/showpost.php?p=23323145&postcount=9097. You could get the 4GB slim and a HDD from a fat 360, either used or new. You could even get a 60GB HDD and have enough room for now. I didn't do the math to see if this is actually cheaper in the long run either so this may all be a waste.
As far as what to pay for Live, very few people I know have ever paid full price, there are deals around the net.
A lot of people seem to think that the play and charge kit is a must have but there is an alternative to this too. but yea microsoft annouced at e3 of this year that microsoft has exclusive call of duty bo and etc cods exclusive time dlc before other platforms until 2014 so 4 years exclusive deal

You're clearly playing dumb. I'll clarify. You need the hard drive for online co-op campaign only. And its the same story for a few other games.
Unless you actually care for that (I don't), a 4GB model is fine.

If you want to be real cheap, you can just buy a 2nd network card for your computer and plug the xbox into that. Just turn on internet connection sharing, it's super simple on windows 7, and I know it's existed since windows XP. You should be able to get just a network card for $5-10. You need your PC on in order to get the xbox online, but who turns their computer off anyway? The money you save is half the price of black ops.
At my uni, there is already wifi for people with laptops so we wouldn't even need a router with the new model.
