Because they thought people weren't ready for motion controlled games and Ninty showed them other wise
Sony tried to play it safe because they came out wining last gen and Nintendo knew it had to try new things to
win (and they did).
That guy who designed the Move (forgot his name) himself said they credit the Wii for showing them that.

We have no way of knowing, all your doing is assuming. On thing is certain, Sony released the Eyetoy about midway through the PS2 life cycle to try an appeal to the casuals, so we can assume that Sony at the very least would of done something similar with the PS3, and Move could have been it since it's a direct extension of the eyetoy, they would of probably done it later rather than now, and I'm sure Micosoft could have still done kinect to try to compete with Sony.
There still could have been a strong possibility of Move or Kinect even if the Wii never existed, however, there is no doubt that if it wasn't for the Wii, neither Sony or Microsoft would have announced/released there respective motion peripherals as soon as they have, they probably would have waited a little longer.
