Only thing I can think of thats close to what you are talking about is that Apple had a vendetta against Adobe Flash but they reconsidered that. Otherwise I have no idea since Facebook, Myspace, etc all have similar apps cross platforms.

Oh, and Kasz, the issue is using tools that generate code that's not native, like Flash. If you have a text element, or a button, Apples wants it to be there button, and no some middleware. It's a good idea. Let's say they want to optimize something related to battery life, that requires a button click to register something with the OS. If 25% of your apps don't use your button, you can't implement that kind of thing well.

Something like Monotouch that generates native code, is still legal.
