Personally I think Microsoft should all but give up on Japan. Don't pull out of the country but don't spend tons of cash (advertising) trying to win people over either. Try and keep the JRPG's coming but don't spend insane amounts of money on them either. (This coming from a former JRPG diehard). Not really much Microsoft can do now that they haven't already tried.
IMHO JRPG's aren't what they used to be and I feel like Microsoft could spend their money in territories they still have a chance of success in.

MS' biggest problem is consistency, when a big title comes out the sales for 360 in japan get a boost, but thats maybe 2 or 3 times a year, they need to have a good to major exclusive coming out atleast every 1 - 2 months.
MS' Second problem is quality control, most of the exclusives MS gets for Japan are garbage, just absolute rubbish, they need to stop giving mediocre studios like Tri-Ace, AQ, and From Software money to make games. They should also utilize the good japanese devs in the proper way, for example MS should have spent money on making Children of Eden exclusive, instead making a new N3. Inis should be making an elite beat clone for Kinect alongside Lips.
MS' third problem is perception, a lot of people have "I'll wait till it comes out on..." mentallity, so MS needs to have their own big named exclusives for Japan, so they need to create/purchase Japanese studios.
