Yeh it's always been MId September. This year it's Sept 16th to 19th. I think the November-December you're talking about is the Jump Festa which is a mini version of TGS that's usually held during that period.

I dont know why they would announce it at TGS. Especially when most of the people in tokyo have a ps3 over 360.
