Right now? Level-5, they always develop quality games. I'm also a pretty big fan of Capcom.

Nintendo (damn, even their DSiWare games are great)... followed by Level 5, Sega and Capcom - but the distance between them is huge.

It used to be Rare but it all changed when Nintendo sold them.

It's either Level 5 or Square Enix now.
