Considering past sales I think it's definitely probable. Some history -

MGS (PSX) - 6 million +

Halo (Xbox) - 5 million +

MGS2 (All formats) - 8 million + including Substance

Halo 2 (Xbox) - 8 million +

MGS3 + Subsistence has sold 5 million, which I think should be compared to Halo wars considering it's a prequel.

MGS4 vs. Halo 3 is on.

Userbase when Halo 3 launched was around 12 million. When MGS4 launches PS3 userbase should be around 11 million (this is of course my prediction but I don't think I'm off a lot).

Regardless of the "installed base" MGS4 will possibly outsell Halo 3. People who really want to play the game will buy the console.
