What is holding back PlayTV in NA?

Europe, Japan, and Australia all have their own version of PlayTV now for PS3. Why is it so hard to bring this feature to NA? I'm sure that it would be very popular.

I have heard that it is possible to use 360 as a digital HD recorder using Windows Media Extender-- and I would definitely consider doing this save for the fact that my 360 only has a paltry 60 GB of storage space that is mostly filled with games stuff. The PS3 is a much more optimal solution for me, since I can plug in a huge external hard drive.

Is NA going to get shafted on PlayTV? If TiVo is so popular here, why is Sony holding back?
