It's not "mandatory" but you need to have the latest FW update installed to connect to PSN, or play some newer blu-ray's that might require FW 3.21 or higher as a minimum, or newer games that might require FW 3.21 or higher to play. It's not "mandatory", but if you don't have it installed you will lose those functions.
