App store has a 10MB ceiling for 3G anyway. If you're downloading from the app store, you're almost always doing it over wifi.

It depends on what you're downloading, most apps don't hit that ceiling. Some of the 3D games hit that ceiling but that's about it (and most of those suck anyways).

Eh, no most games and apps are well over 10MB. Hell, so is like every podcast. Pretty much all I can do over 3G is download songs from iTunes. :/
