Lugia started the entire 'legendary pokemon must look vaguely like robots' thing. I actually prefer Ho-Oh because he looks far more unique.

Ho-oh IMO is one of the best legendary Pokemons...Lugia not so much.

Ho-oh has great firepower (ha ha), but it's hard to ignore its quadruple rock weakness. Ho-oh can literally be buried with one rock slide, and Stealth Rock is crippling to it, draining half of its max HP if it gets sent out with it in play. Lugia, on the other hand, lacks the offensive power, but is an almost indestructible tank by comparison to Ho-oh (and many other pokemon), with merely decent attack stats.
