Because that's not what JRPG means. If japan released an exact clone of Morrowind. It would infact be a WRPG... not a JRPG... despite being released in Japan. That's why JRPG and WRPG are dumb labels to begin with. Well unless you think it would be considered a JRPG... in which case, the lables are even DUMBER.
