Sony has a first party that consistently churns out great games. Third parties are putting their games on both systems.

So the PS3, simply because their first party gives them the edge

Xbox 360 simply due to a flood of cross platform XNA PC, 360, Mobile games and therefore there are many more chances of having a high rated game.
