my guess is the one that's the least accurate. They all will have solid API's. It's just a matter of making sure the motion the user performed is what you really tracked.
If the accuracy is off, you need to put more programing around it to better guess what they did.
It's not a question of which one is harder to program for. It's a question of which is the hardest to game design for.
I voted for Natal, since it's the most detached from known models. WM+ has been out for the better part of a year and Sony's Move uses the same middleware.
