I was wondering, if I was to preorder a game on steam. Would they charge me when I preorder. Or when I download/get the game?

They charge you when you make the order.  So if you preorder a game today, you pay today, but you get the game on the release date at around noonish.

Usually though, you get the opportunity to preload it before the release date, so as soon as it's available, the game just unlocks and is ready to go.
