I think they can make an impact. I wouldnt say they'd be the reason for Russia eventually backing down, but could play a part in it.
Like how they seemingly hacked Russian state TV channels and played footage from the war for people to see.

I don't think we've ever seen this kind of support before from the world short of actually deploying their armies. And there are good reasons for why NATO countries so far won't do that. Because an attack on one, is an attack on all. And if that's the case it's very likely that Putin will be backed into a corner and use nukes.
