The 3ds is still beating the ps4 by a healthy amount weekly. When will this change? The most obvious choice would be when the ps4 comes out in Japan.

Thats a good one! The PS4 will probably outsell the 3DS on it's Japanese release month or two, and most likely no more, until the 3DS is discontinued.
a few weeks in Japan's launch it will definitely outsell the 3DS, but after a while the 3DS will still outsell the PS4
PS4 will outsell 3DS only in its first month after japanese release, than never again (I mean, until next Nintendo handheld)

I cant believe you didnt come up with the most obvious answer: when the PS4 stops having supply issues and readily available in stores in the west.
