I say yes they are art since many believe Movies to be art and Music. So why can't games be? They can and do have every aspect that movies and music have.

Well here are only a few video games I believe to be art.

Just like with movies, music, books, etc not all games are forms of art, it goes case by case.

Skyward Sword comes to mind

reminds me of a painting, the background area of the first screenshot and the entire second screenshot

i consider a lot of games to be artistic, some of the game's art style is a bit ignored because they follow a traditional gameplay mechanic like the Castlevania series and Mirror's Edge.

Some Art styles i hate a lot that a lot seem to love such as Bioshock and Fallout series , so the art style is  a hit or miss

Of course someone is going to post ICO and Shadow Of The Colossus so i'll try posting something else

This. It allows you to express yourself with the gameplay, you can create, customize, and touch other people. That's art.

A game doesn't necessarily have to look beautiful to be considered a work of art. Just as a painting, book, movie, or a song doesn't necessarily have to beautiful either. To me a work of art is something that engages you and your imagination. A true masterpiece stands the test of time and has the ability to be timeless for generations.

For this generation I really think Gears Of War 1, Bioshock, and Paper Mario stand out for me. Even though none of those titles are anywhere near the best looking games of this gen.
