Not really. If you knew the history of Real Time Strategy games, you'd know that in the very early years, a few were made for consoles exclusively, and Herzog Zwei had one of the best controls for an RTS, ever.
If you build an RTS for a console, from the ground up, you can do a very good job of it. How many people do you hear that are Civilization fans, that hate Civilization: Revolution on the X360/PS3? Very few, if any. Everyone loves it. Why? It was built for consoles, and that makes the difference. You can't easily take an RTS, and port it to consoles, it has to be built with consoles in mind. When you do that, you can make sure everything looks, and plays great.
