I hope for world peace.
You want to help the youth? Volunteer with tweens and young teens to be a role model. Show them what an adult should act like, by being their friend and a responsible influence.
Passing laws doesn't do crap except take away rights from law abiding citizens.
Put in some time and effort, and encourage others to do the same. You care? Prove it.
I would cite regulation, but I know you will simply ignore it.
