Squeenix is using the same developing chain as capcom is. Games get built on a crossplatform tool on the PC and from there the code is forked into the different platform-specific environments. It means the 360 version will be made off the code coming from Crystal Tools multiplatform environment, not off ps3 code. It's not a PC>PS3>360 scenario, but rather a PC>PS3 and PC>360 setup. There's no lead platform.
As for the gaps between console gens, 6 year cycles isn't unheard of which would put next xbox somewhere in 2011. I agree this FF will be way late into the gen tho - FF10 was one year after ps2 launch, in comparison.
Finally, who knows. Sony's problem right now is that they can't really spare money for exclusivity deals. They have lost more than they expected to lose and the platform isn't becoming a leader so lifetime revenues will be lower than expected.
