It might not sell over 3 million units, but the impact that it will have, even that low, is rather big concerning the future of Microsoft RPGs. Remember: the X360 still has Vesperia, SO4, IU and others that are still exclusive. With XIII now on the 360 in the west, how many of those >3 million XIII sales would of went to the Playstation 3 and bought a console over it? Quite a few.
Like DMeisterJ said, without day-and-date for MS in Japan, it doesn't really help Microsoft a ton (I think it helps, but not as much as other games). But it does severely hurt Sony.
