I think you are at least partially right about people's diminished fear of repercussions, but I think the biggest problem is that for these youths, the best way to prove that you are a man is to stab someone who looks at you the wrong way, or just randomly. They would need strong male role models to teach them that being a man involves contributing to the betterment of society and of your family.
