With the recent announcement of The Last Remnant being ported to PC, I wondered if Square-Enix would release more JRPGs on PC. So today I saw someone post this at Neogaf:
"I think you missed the point of White Engine/Crystal Tools. White Engine was never about pushing the limits of the PS3. It was about making PS3 development cheap enough to even consider in the first place, by making beautiful next-gen content in a more comfortable PC environment, and then worrying about converting it to run on PS3 later.
Sometime, perhaps around the name change, someone around Square's tool department (not any particular game team) decided to add Xbox360 support instead of pushing the PS3 a little closer to it's limits. After that, the only thing keeping White Engine games off the Xbox360 (as with the PC) was will and fear and moneyhats. Square technically hasn't even begun to port the game to the 360, but all the real work for it has been going on since they added 360 support to Crystal Tools.
Right now the game is being made on Crystal Tools for the PC, and when they're finished the game they'll try and translate it to PS3. We don't know how well that will work, because they've never done it before, and we're not privy to the results of the extensive tests that Square's tool department has most assuredly performed. Once that's done, they'll push the magic button again for the Xbox360. Square seems confident that the process of moving it to 360 will take less time than translating the game into English.
Considering that PS3 is supposed to be something of an alien beast if you want to get the most impressive results out of it, and the 360 is an off-the-shelf PC in a can, I wouldn't be surprised if Crystal Tools provides a cleaner job of moving the game to the 360 than it does to the PS3. People who think the Xbox360 version will be an inferior port of a PS3 game may be surprised to find the 360 version being the definitive one. Or maybe not. We won't know until we see."
So, just like Capcom, Square-Enix is also developing primarily on PC to reduce costs. Now I believe there's a great chance that FFXIII will come to PC.
