I don't think they paid anything.. it just makes business sense for FFXIII to go multi-platform. The PS3 is still really lagging behind in lifetime sales and high-profile ps3 flops like Lair and Eye of Judgment would make any developer extremely nervous. Also you have to think of how much better GTA4 sold for the Xbox 360 in North America.
